Top Officers of KVS
Commissioner
Shri Avinash Dikshit born on 10th June 1964 is one of the distinguished 1986 Batch of IDAS Officers of the Country. He has done his B. Tech from IIT Kanpur in Electrical Engineering.

Shri Dikshit joined Indian Defence Accounts Services (IDAS) on 29-12-1986 at the age of 22 years and served at various places in different capacities. He has made notable contributions wherever he has worked. Acknowledging his meritorious services, Government of India selected him for a UN Mission programme and posted him to head DAD Cell at Rawanda in the year 1994 and served there from 08-12-1994 to 16-04-1996.

On successful completion of the tenure there, he came back to India and served in higher capacities consequent upon his promotions in the cadre notably in EDP Centre Meerut as Dy. CDA (Funds), Meerut as Joint CDA in CDA (Army) Meerut as CDA, Headquarter office, CGDA New Delhi. He has vast knowledge in the Defence Accounts department in all fields viz. Audit, Accounts, Financial Advice, Administration, Information Technology etc and headed the all important offices of the CDA (Army) Meerut from 01-05-2007 to 12-11-2008. He has travelled widely participating in various National and International Seminars, Conferences & Workshops.

Shri Dikshit rendered his valuable services on deputation under Central Staffing Scheme in the Department of Science and Technology in various capacities, notable among them were as Deputy Secretary w.e.f. 1st June 2001, as Director from March 16, 2001 followed by as Private Secretary to the Union Minister of Science and Technology from 24th May 2004 to 30th April, 2007.

On 7th April, 2010, he has joined Kendriya Vidyalaya Sangathan as Commissioner consequent upon his appointment for a period of five years.

Additional Commissioner (Administration)
Sh. O. M. Prabhakaran, a 1986 batch officer from Indian Statistical Services (ISS) has joined Kendriya Vidyalaya Sangathan as Joint Commissioner consequent upon his appointment for a period of five years with effect from October 4, 2010.

Before joining KVS Sh. Prabhakaran had worked in different capacities in Ministry of Textiles; Ministry of Micro, Small and Medium Enterprises; and Ministry of Statistics and Programme Implementation. He was the Regional Head of Mumbai Office of the National Sample Survey Organisation (NSSO) from 2007 to September, 2010 as also that of Pune Region upto 2006.

Additional Commissioner (Academics)
Dr. Dinesh Kumar has joined Kendriya Vidyalaya Sangathan, Hqrs. office, New Delhi as Joint Commissioner (Acad) on 12th January, 2011. He completed his Ph.D in 1991 from University Department of Zoology, Bhagalpur University, Bhagalpur on topic of Cytogenetic Toxicity of Pesticides.

Before joining KVS, Dr. Dinesh Kumar has worked as Associate Professor at DESM, NCERT, Sri Aurobindo Marg, New Delhi. Earlier, he has also served in Colleges and University in Arunachal Pradesh. He has experience of teaching as well as research in the area of Cytogenetic and Science Education including Biology

.Dr. Dinesh Kumar is s life member of Indian Science Congress Association (ISCA) and also of Indian Society of Human Genetics (ISHG).

Joint Commissioner (Training)
Dr. Shachi Kant joined Kendriya Vidyalaya Sangathan in the year 1995 as Education Officer. He worked in KVS Regional Office Delhi. In the year 2001, on subsequent promotion to the next rank he took over as the Assistant Commissioner of KVS Regional Office Chennai and later transferred to KVS Headquarters and subsequently to the Regional Office Delhi. From there on he was further promoted to the post of Deputy Commissioner and joined KVS Headquarters as Deputy Commissioner (Training). As the Regional Head of KVS Regional offices, Dr. Shachi Kant is credited to have conducted several In-service Training programmes for all categories of teacher and has developed deep insight into areas of schooling. In the administrative humdrum Dr. Shachi Kant has bulwarked his way through poetry and creative writings. His poetry and other creative writings convey such idyllic message and wisdom that it is difficult for anyone to remain untouched.
Joint Commissioner (Finance)
Shri M Arumugam joined Kendriya Vidyalaya Sangathan in the year 2009 as Deputy Commissioner (Finance). Earlier he served in different organizations in various capacities, viz., Bank of Tamil Nadu, Neyveli Lignite Corporation (A Govt. of India Enterprises), Central Silk Board (Ministry of Textiles, Govt. of India), Central Board of Workers Education (Ministry of Labour & Employment, Govt. of India) and Central Pollution Control Board (Ministry of Environment & Forest, Govt. of India). He rendered maximum service in Central Board for Workers Education, Nagpur as Financial Advisor.

Sh. M Arumugam holds Master Degrees in Commerce as well as Business Administration. He is known for his practical approach to the various issues involved in Financial Control and Financial Administration.

Joint Commissioner (Academics)
Shri U.N. Khaware joined Kendriya Vidyalaya Sangathan in the year 1995 as Education Officer as served in that capacity in different KVS Regional Offices and KVS Headquarters. On subsequent promotion in the administrative hierarchy he took over as Assistant Commissioner in KVS in the year 2004. As an Assistant Commissioner he steered the affairs of schools in KVS Regional Offices, viz, Guwahati and Chandigarh. In 2010 on further promotion he joined KVS Headquarters as Deputy Commissioner. Shri Khaware is known for his keen understanding of prevailing Indian School systems. He has played a pivotal role in several policy initiatives of KVS. During his stay in KVS Regional Office Bhopal he is credited to have undertaken a study of primary education in KVS. The study led to the development of guidelines entitled “Strengthening of Primary Education” in KVS which still serves a guiding light to Primary Teachers.
Joint Commissioner (Personnel)
Dr. E. Prabhakar joined Kendriya Vidyalaya Sangathan in the year 1995 as Education Officer. He served in different offices, viz, KVS Regional Office Guwahati, KVS Headquarters and KVS Regional Office Hyderabad. In the year 2004 he took over as Assistant Commissioner in KVS on promotion. He worked in different KVS Regional Offices located in Silchar, Chennai, and Bhubaneshwar as the respective Regional head from 2004 to 2009. On subsequent promotion to next higher rank he took over as Deputy Commissioner in KVS Headquarters. Dr. Prabhakar holds a Master Degree in Zoology and Ph.D. Degree in Animal Physiology. Dr. Prabhakar in his various capacities has guided the affairs of schools ensuring all round development of schools. He has organized several In- Service Training courses/ programmes for teachers/ Principals. He is known for his simplicity and practical approach to vital issues of school governance.
Joint Commissioner (Administration)
Shri S. Vijaya Kumar joined Kendriya Vidyalaya Sangathan in the year 1995 as Education Officer and served in that capacity in different Regional Offices and KVS Headquarters. In the year 2004 on promotion to the next hierarchical ladder he took over as Assistant Commissioner in KVS. In that capacity as the Regional Head he supervised the functioning of KVS Regional Offices at Jammu, Bangalore and Chennai. Shri S. Vijaya Kumar is also a proud recipient of KVS Incentive award in 2009 for his meritorious services in KVS. In 2010 Shri Vijaya Kumar, consequent upon further promotion in the hierarchical ladder, joined KVS Headquarters as Deputy Commissioner (Admn.) Shri Vijaya Kumar is known for his professional attitude and uprightness. He is credited to have conducted umpteen In-service training programmes for all categories of teacher and carried out several school reforms during his stewardship in the Regions.
OSD(Defence)
IC-43182M Col KN Padha, M.A., M. Phil (JNU, New Delhi), M.Ed is 1985 Commission Army Educational Corps Officer. Before joining K.V.S. on 01 Apr 11 as OSD (Defence) he was posted at Indian Military Academy, Dehradun. During his long and illustrious career he has had prestigious staff and instructional appointments, including those where only selected officers are posted such as Principal of Rashtriya Military School, Chail, Instructor at IMA and NDA. He is MBA and Gold Medalist in B.Ed. Col KN Padha is a keen sportsman. He represented in Services Squash Championship twice and Tennis tournaments.
