Sir/Madam,
Inviting your kind
attention to the above subject, I am forward herewith a Provisional Common All
India Seniority list of Assistant Supdt.
as drawn out on the following criteria, decisions and in pursuance of
the objections to the earlier seniority list received, is sent herewith for
circulation among all the staff members concerned :-
(a) The
seniority list has been drawn in accordance with the Recruitment Rules for the
above mentioned post.
(b) The
Seniority has been determined by combining the select panels of departmental
examinees and promotes according to the position of individual concerned in the
select panel concerned of this category. Where there is no select panel, the
date of regular appointment to the grade has been taken as the basis of
determining the seniority.
(c) Adhoc
service has not been counted for fixation of seniority and the seniority in the
grade/cadre has been counted only with effect from the date of regular
appointment, if any.
(d) The Govt. of India instructions issued by the
DP & AR vide OM. No. 22011/7/86-Estt(D) dated 03.07.1986 have also been
taken into account in deciding relative seniority .
(e) The
provisional seniority list of the above mentioned post contains the name of the
existing incumbents only.
(f)
As per the
Fundamental Rule of Seniority it is stated that the persons working in the
lower scale merged with higher scale should be placed en block below the persons working under higher scale from the
date of merger of the pay and scale.

1. The
seniority list may be circulated to all individuals concerned and their
signature obtained in token of having seen the seniority list and errors/
omissions, if any, pointed out by them may be sent to this office within 45
days from the date of issue of this list alongwith a certificate that the
particulars of the individual concerned have been verified from the service
record and the same are factually correct. In the case of Headquarters staff,
verification will be done by Estt.III
Section.
2. However, no representation on the
criteria for determining the seniority, as mentioned above, would be
entertained. Further, if no representation is received within the above time
frame, it would be presumed that the seniority list is in order. So
representation received after the due date would be entertained.
